Charter & Bylaws

  1. The Name of this Organization shall be titled The Rooster.
  2. This Charter for this Organization was first created September 26th, 2024.
  3. The Purpose of this Organization is as follows:
    1. To promote a vibrant community of gamers who promote critical discourse, review popular and indie games, and discuss current events in the gaming industry.
  4. The Compliance of this Organization is as follows:
    1. The Organization agrees to follow all applicable local, state, and federal laws.
    2. The Organization agrees to follow UT San Antonio Policies.
    3. The Organization strictly prohibits hazing in any form and adheres to UT San Antonio’s Student Code of Conduct.
  5. The Membership of this Organization is as follows:
    1. Members must be current UT San Antonio students or current UT San Antonio Faculty.
    2. Eligibility for membership may not be limited or denied to any persons based on race, marital status, ethnicity, gender, sexuality, or disability.
  6. The Structure for this Organization is as follows:
    1. Staff Positions of this Organization:
      1. Journalists hold the following Duties:
        1. To publish a minimum of three articles every two months
        2. To write news articles about relevant events, and conduct interviews
        3. To ensure factual accuracy and ethical reporting by gathering information from several sources before publishing
      2. Reviewers hold the following Duties:
        1. To publish a minimum of one review every two months
        2. To evaluate all aspects of a game to write comprehensive reviews
        3. To maintain objectivity and clarity in critique
      3. Editors hold the following Duties:
          1. To publish a minimum of one edit every month
          2. To proofread reviews and news articles, and coordinate with Reviewers and Journalists
          3. To ensure consistency with the Organization standards
    2. Officer Positions of this Organization:
      1. Technical Manager holds the following Duties:
        1. To oversee technology used by this Organization
        2. To ensure functioning social media, website, and other technological sources
      2. Managing Reviewer holds the following Duties:
        1. To oversee all reviews published by this Organization
        2. To stay in contact with all Reviewers, to ensure deadlines are met, and coordinating with other Reviewers as needed
      3. Managing Editor holds the following Duties:
        1. To oversee all edits and articles published by this Organization
        2. To stay in contact with all Editors and Journalists, to ensure deadlines are met, and coordinating with other Journalists as needed
      4. Executive Officers Positions of this Organization:
        1. Executive Manager holds the following Duties:
          1. To oversee this Organization
          2. To communicate directly with Staff Manager to compile new applicants and expand available positions
          3. To coordinate with all other Officers to establish expectations, set deadlines, etc
        2. Staff Manager holds the following Duties:
          1. To oversee all Staff of this Organization
          2. To communicate directly with Executive Manager to compile new applicants and expand available positions
          3. To create or remove roles as needed
      5. Faculty Mentor of Record of this Organization:
        1. Faculty Mentor holds the following Duties:
          1. Meet with Officers at minimum once a semester.
          2. Handle inter-departmental paperwork for UT San Antonio policies and Affairs.
          3. Be available as needed for the resolution of accusations of Officer or Executive Officer misconduct, non-completion of Duties, or other disciplinary issues that arise.
  7. The Eligibility and Appointment of Officers of this Organization is as follows:
    1. All members applying for Officer positions must hold a minimum GPA of 3.0 and be a current UT San Antonio student.
    2. Members must be in good academic and disciplinary standing to apply.
    3. Officer appointments are determined by the Executive Panel.
    4. In the absence of the Executive Panel, the Faculty of Record may authorize temporary Officer elevation.
    5. Officer status may be revoked under the following conditions:
      1. Receipt of official disciplinary action from UT San Antonio and a 75% quorum by current Officers.
      2. Misconduct, failure to fulfill duties, or other violations as determined by a Majority of the Executive Panel.
      3. Faculty of Record brings forward a complaint and a 75% quorum by current Officers.
  8. The Meeting Structure for this Organization is as follows:
    1. General membership meetings shall occur at least once every two months.
    2. Officer meetings shall occur biweekly or as needed.
    3. Emergency meetings may be called by any Executive Officer with 48 hours’ notice.
  9. The Financial Oversight of this Organization is as follows:
    1. The Executive Manager shall oversee all financial transactions and maintain accurate records of income and expenditures.
    2. Budget proposals must be approved by a quorum of current Officers.
    3. All purchases over $100 require approval from all Executive Officers.
    4. The Faculty of Record may be consulted for financial guidance but does not hold spending authority.
  10. Procedures for Decision Making for this Organization is as follows:
    1. Quorum is defined as 75% agreement between current Officers.
    2. Current Officers must reach a quorum.
    3. Executive Panel must have unanimous agreement between all Executive Officers.
  11. The Conflict Resolution Procedures of the Organization are as follows:
    1. Member disputes shall first be addressed through mediation by the Managing Editor or Managing Reviewer.
    2. Unresolved issues may be escalated to the Executive Panel.
    3. Formal appeals may be submitted to the Faculty of Record if disciplinary action is contested.
  12. The Branding and Intellectual Property of the Organization are as follows:
    1. The Rooster name, logo, and published content are the intellectual property of the organization.
    2. Members may not use branding for personal projects without written approval from the Executive Manager.
    3. Reviews and media created by members may be published under The Rooster’s name with proper attribution.
  13. The Code of Ethics of the Organization is as follows:
    1. Integrity in all written and verbal communications.
    2. Fair and unbiased critique of games and industry topics.
    3. Respect for differing opinions and backgrounds.
  14. The Digital Conduct Policy of the Organization is as follows:
    1. Members shall maintain professionalism in all online interactions, including social media and published content.
    2. Harassment, discrimination, or inappropriate behavior online will result in disciplinary review.
    3. Members must not misrepresent the Organization or its views in personal digital spaces.
  15. The Defunct Status of the Organization is as follows:
    1. All monetary assets shall be held by the Faculty of Record until reactivation.
    2. Digital assets (website, social media, etc.) shall be maintained by the Executive Manager.
    3. All non-listed resources shall be held by the Executive Manager until reactivation.
  16. Procedures for Amendments to this Charter are as follows:
      1. Proposed amendments must receive unanimous approval from current Officers.
      2. Approved amendments must be presented to the Executive Panel.
      3. Final ratification requires unanimous agreement from the Executive Panel.
  17. The Last Date of Revision for this Charter was noted as September 15, 2025.
Jon serves as Executive Manager, as well as a reviewer, for the Rooster. He has over 10 years of gaming experience, starting from Dungeons and Dragons and Snake before graduating to Call of Duty, Resident Evil, and Deathloop.
